About the ministry
In recent years, large-scale measures have been taken in the country aimed at developing the field of transport and transport communications, ensuring a high level of transport safety, improving the management system in the field of transport, and training qualified specialists for the industry.

Current economic development trends and ongoing reforms show the particular importance of the formation and implementation of a unified state transport policy aimed at ensuring the availability and quality of transport services, taking into account the geographic location of the republic, the introduction of modern technologies and intelligent management systems in this area.

In order to radically improve the public administration system in the field of transport, increase the investment attractiveness and export potential of the republic, ensure strategic development and sustainable functioning of transport communications, as well as in accordance with the tasks defined by the Action Strategy for the five priority areas of development of the Republic of Uzbekistan in 2017 - 2021 :
1. To establish the Ministry of Transport of the Republic of Uzbekistan (hereinafter - the Ministry) on the basis of the Uzbek Agency for Road Transport.
2. To establish that:
The Ministry is a government body for the development and implementation of a unified state policy in the field of development of automobile, railway, air, river transport, subway, as well as road facilities;
The Ministry carries out state regulation of the activities of organizations in the field of transport and the road sector through the adoption of legal acts, the issuance of licenses and permits, certification, and the implementation of an effective technical and tariff policy;
decisions of the Ministry, adopted within its powers, are binding on local government bodies and local government bodies, other organizations and their officials, as well as citizens.

3. Identify the main tasks of the Ministry:
development of a unified state transport policy aimed at the harmonious development of all types of transport on the basis of their integration into a single transport network and the use of new efficient transport and logistics systems;
implementation of a unified tariff policy in the field of transport, aimed at stimulating the development of the transport and logistics services market, ensuring their availability for all categories of consumers, as well as attracting investment in the industry;
development of proposals and implementation of measures for the development of international transport corridors, improvement of the logistics system, efficient use of the country's transport potential, minimization of costs of business entities on transport and logistics services;
development of public-private partnerships and increasing the investment attractiveness of the country in the field of transport and road facilities;
introduction of advanced information technologies for digitalization of the entire transport system, development and implementation of strategies for the prospective development of the Unified Interconnected Transport System of the Republic of Uzbekistan;
pursuing a unified technical policy in the field of roads, providing a comprehensive solution to the financing, design, construction, repair and operation of roads, airfields and airports, railway stations, and other transport infrastructure, taking into account the interests of users;

control in the field of transport, organization and conduct of investigations of aircraft accidents and incidents with civilian and experimental aircraft, as well as accidents and wrecks in railway and river transport;
ensuring the national interests of the Republic of Uzbekistan in the global transport services market through the development of international and regional cooperation in the field of transport and road facilities;
introduction of systematic advanced methods of education, training, retraining and advanced training of personnel, taking into account the current and future needs of the transport industry.
4. Transfer to the Ministry with the preservation of the current procedure for financing activities:
The State Committee of the Republic of Uzbekistan on Roads with its renaming into the Committee on Roads under the Ministry of Transport of the Republic of Uzbekistan;
The State Inspectorate of the Republic of Uzbekistan for Safety Oversight with its transformation into the Civil Aviation Agency under the Ministry of Transport of the Republic of Uzbekistan;
The State Inspectorate of the Republic of Uzbekistan for Supervision of Railway Transport Safety with its renaming into the Inspectorate for Supervision of Railway Transport Safety at the Ministry of Transport of the Republic of Uzbekistan;
The State Inspectorate for Quality Control of Road-Building Works under the Cabinet of Ministers of the Republic of Uzbekistan with its renaming as the Inspectorate for Quality Control of Road-building works under the Ministry of Transport of the Republic of Uzbekistan;
Uzbek Register of Shipping of the Ministry of Emergency Situations of the Republic of Uzbekistan;
Uzaeronavigatsiya Center under the Cabinet of Ministers of the Republic of Uzbekistan;
research institutes, educational institutions and other organizations according to the list according to the application.
Abolish the Department of Transport and Development of Road Transport Infrastructure of Tashkent.

5. To transfer to the Ministry the tasks, functions and powers:
a) The Ministry of Emergency Situations of the Republic of Uzbekistan in the field of:
registration (re-registration) of ships, survey of ships during their construction, operation, re-equipment and repair;
issuance of ship's certificates and tickets, classification certificates, certificates of fitness for navigation and other documents stipulated by the rules governing navigation;
b) Uzbekistan Temir Yollari JSC in the field of:
development of state programs for the development of railway transport, development of promising forecasts, schemes for the development and placement of railway transport facilities;
pursuing a tariff and transit policy in the field of railway transportation, taking comprehensive measures to increase the throughput and carrying capacity of railway transport, and developing the market for railway transport services;
issuing permits for rolling stock of industrial enterprises to public railways;
coordination of projects for the construction and reconstruction of railway access roads, as well as devices designed for loading, unloading and cleaning wagons and containers.
6. Create a Center for the Study of Problems of Transport and Logistics Development under the Ministry of Transport of the Republic of Uzbekistan with a maximum total number of managerial personnel of 15 units with maintenance from the State Budget of the Republic of Uzbekistan.
7. To determine the Ministry as the assignee for all rights and obligations of the Uzbek Agency for Road Transport, as well as for the rights and obligations of the Ministry of Emergency Situations, the State Committee for Roads, the State Inspection for Oversight of Flight Safety, the State Inspectorate for Oversight of the Safety of Rail Transport, the State Inspection for quality control of road construction works under the Cabinet of Ministers of the Republic of Uzbekistan regarding accepted by them of normative legal acts and concluded international treaties of the Republic of Uzbekistan in the field of transport and road facilities, as well as other powers transferred in accordance with this Decree.
8. The Ministry, together with the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan and other interested departments, to develop, by November 1, 2019, taking into account generally accepted norms of international law and submit to the Cabinet of Ministers, the draft Law of the Republic of Uzbekistan “On Transport”, providing that including optimal and balanced interaction of various modes of transport.
9. The Cabinet of Ministers of the Republic of Uzbekistan:
within a week to submit for approval a draft resolution of the President of the Republic of Uzbekistan on the organization of activities of the Ministry of Transport of the Republic of Uzbekistan;
within a month, make a government decision to organize the activities of the Center for the Study of Problems of Transport and Logistics Development under the Ministry of Transport of the Republic of Uzbekistan;
within three months, develop a Concept for the development of transport in the Republic of Uzbekistan until 2025 and a Roadmap for its implementation, providing for measures to improve the position of the Republic of Uzbekistan in international ratings for logistics efficiency.
10. The Ministry, together with the Ministry of Justice of the Republic of Uzbekistan and other interested departments, within two months to submit proposals to the Cabinet of Ministers on amendments and addenda to the legislation arising from this Decree.
11. The control over the implementation of this Decree is entrusted to the Prime Minister of the Republic of Uzbekistan A.N. Aripov, Head of the Presidential Administration of the Republic of Uzbekistan Z.Sh. Nizomiddinov and First Deputy Advisor to the President of the Republic of Uzbekistan B.M.Mavlonov.
